Borden, whose division also heads up traffic signal coordination for the city of Cleveland, provided the detailed update during a session of the Cleveland Board of Public Utilities.
Some of the CU projects — like the Durkee Road line relocations — have been on hold for several months pending resolution of a property easement in the court system, but others are proceeding on schedule while still others are just now entering preliminary stages of review.
One project is the construction of the new district substation along 9th Street which sits parallel to the railroad tracks near the former Plant 2 facility of the old Whirlpool Cleveland Division manufacturing complex. Borden reported that contractor Ross Construction has finished pouring the structure footings. Site work outside the fence grading is completed, as well as the station ground grid installation. As of his report, steel erection was 90 percent completed.
The Durkee Road project is another story because of delays by the Tennessee Department of Transportation in gaining a single easement necessary for the power line relocation to begin. An accompanying water line displacement by CU crews and contractors has been in the works for several weeks because it faced no property issues.
The widening of a section of Durkee Road and Benton Pike by TDOT is part of an earlier agreement made with Whirlpool in the decision to build the company’s new 1-million-square-foot plant and Factory Distribution Center on Benton Pike across from Durkee Road and near the Michigan Avenue Road intersection.
“... The Durkee Road line relocation for TDOT’s road-widening project finally realized progress by securing a required easement through the court system,” Borden told CU board members. “However, we have not received notice (as of late July) from TDOT that they have secured their right of way. We have been notified that payment by TDOT has been sent, but they have not secured the necessary legal documents to date.”
Further developments are expected on the Durkee Road project by the CU board’s next meeting later this month.
In other reports involving the CU Electric Division:
- Work continues on the Brookes Edge Apartments (Phase 1) on Frontage Road. The site contractor continued the installation of underground conduits; however, during inspection it was determined the contractor had used PVC water line so a portion of the installation had to be changed out to electric grade PVC conduit, Borden reported.
- Planning continues on TDOT’s new APD 40 interchange at Stone Lake Road. Of this long-sought project, Borden explained, “TDOT reported to the Cleveland Utilities engineering department that this project has been moved forward on the project schedule calendar to final utility plans due March 1, 2014 and bid-letting on July 11, 2014.” Borden said CU scheduled a meeting with consulting engineer firm Cannon & Cannon to discuss the project’s impact on existing CU transmission and distribution lines. Borden said TVA plans to relocate a transmission tower and raise two others. This could impact CU’s South Cleveland substation. Utility engineers will be meeting with TVA to discuss the scope of the project and resolve any impact on the South Cleveland substation.
- CU’s contractor, Asplundh, continued with the installation of the underground conduit system for the Silver Springs Phase II subdivision. The project had been delayed because the developer did not have the easement area to final grade, Borden said.
- Work continued on preparing the Publix Supermarket for electric hookup. The contractor completed the entire primary conduit installation and poured the concrete pad for the transformer. A work order will be issued by CU engineers to install the primary underground lines and transformers once an electrical load report is received for the new shopping strip to be located adjacent to the Publix. At last report, the Publix was scheduled to open later this year.
- A work order to provide permanent service to the new Sports Medicine building at 2400 North Ocoee St. was issued.
- CU engineers reviewed site plans for a Speedway convenience store and fueling station on the southwest corner of the 25th Street and Chambliss Avenue intersection; for a Speedway convenience store and fueling station along Georgetown Road and Paul Huff Parkway in the corner next to Lennox Hills subdivision; for a Mr. Zip on North Lee Highway at Tasso Road (an existing station will be rebuilt); for Ocoee Commons Medical Offices-Building 3B in Ocoee Place; and for Stonebriar townhomes, Lots 39 and 41.
- CU engineers reviewed plats for Sharon Townhomes on Sharon Drive (final plat); Silver Springs Phase II on Silver Springs Trail (final plat); Stonebriar Lots 39 and 41 (preliminary plat) and Lot 40 (final plat); and Discount Tire on Stuart Road next to Hobby Lobby (minor plat).
