He was a member of the first graduating class of Brainerd High School in 1963. He attended Cleveland State Community College and also MTSU in Murfreesboro. He attended Middle Valley Church of Christ.
He is best known for his work with the Bradley County Sheriff’s Department, serving first as the juvenile liaison officer and later as a detective. After leaving the Sheriff’s Department, he founded his own private detective agency.
He served as president of the Cleveland Jaycees, president of Lamar Lawson Order of Police Lodge No. 59 and chairman of the Democratic Party. He had also been chosen as Cleveland’s Young Man of the Year.
He was the son of Madge Clements Lockhart and the late Andrew Lockhart.
Survivors include his children: Kimberly Lockhart, Madilyn Lockhart and Andrew Lockhart IV, all of Cleveland; grandchildren: Jonathan Lockhart of Athens, Drew Lockhart and Drake Lockhart, both of Benton; mother, Madge Clements Lockhart of Cleveland; sisters: Jacque West and her husband, Mickey, of East Ridge, Janice Watson and her husband, Jim, of Cleveland, and Jill Smith and her husband, David, of Hixson; and several aunts, uncles, nieces and nephews.
A memorial service will be held at 7 p.m. Thursday, Dec. 15, 2011, at Grissom Funeral Home with Cleveland Mayor Tom Rowland officiating.
Interment will be held privately.
The family will receive friends from 5 to 7 p.m. Thursday at the funeral home prior to the service.
