The following information was gathered solely from the Bradley County Sheriff’s Office. This list includes individuals who are, or have been, incarcerated in the Justice Center, and can include arrests made by the BCSO, the Cleveland Police Department, the Charleston Police Department, Tennessee Highway Patrol, Drug Task Force and other local law enforcement agencies.

Those being held by federal law enforcement are not listed, as these individuals are only held at the jail, but not locally charged.

Names, ages and addresses are published as provided by the BCSO.

Not every arrest leads to a conviction, as these charges may be rescinded.

Guilt and innocence are determined through the court system.

Any charge that is dropped should be reported to the Cleveland Daily Banner, which will confirm the action through an inspection of jail records.

• Carl Jason Cash, 45, 4616 Blue Springs Road, was arrested by the Bradley County Sheriff’s Office for domestic assault.

• Tonya R. Mills, 52, 2512 Villa Drive N.W., was arrested by the Cleveland Police Department for domestic assault.

• Morgan Leigh Mills, 21, 3000 Valley Hills Trail, Apt. 301, was arrested by the Cleveland Police Department for domestic assault.

• Heather Dawn Garmany, 36, 227 London Drive S.E., , was arrested by the Bradley County Sheriff’s Office for failure to appear (violation of probation: shoplifting), misdemeanor failure to appear.

• Tray Michael Powell, 28, 116 Bimbo Trail S.E., was arrested by the Cleveland Police Department for disorderly conduct, public intoxication.

• Bruce Lee Theodore Wade, 40, 197 Old No Pone Road, was arrested by the Bradley County Sheriff’s Office for failure to appear (expired driver’s license, insurance).

• Jeremy Kyle Farnell, 29, 869 Francisco Road N.W., was arrested by the Cleveland Police Department for public intoxication.

• James Darrell Scoggins, 52, 305 Watson Road, was arrested by the Cleveland Police Department for failure to appear (misdemeanor violation of probation), misdemeanor failure to appear, failure to appear (driving on a suspended driver’s license, seatbelt).

• David Hale Powell, 62, 880 8th St. N.E., was arrested by the Cleveland Police Department for failure to appear (misdemeanor violation of probation), misdemeanor failure to appear.

• Bryant Cansler, 60, 880 8th St. N.E., was arrested by the Cleveland Police Department for failure to appear (misdemeanor violation of probation), misdemeanor failure to appear, unlawful drug paraphernalia.

• Deborah Lynn Crow, 63, 880 8th St. N.E., was arrested by the Cleveland Police Department for unlawful drug paraphernalia.

• Jose Juan Suarez-Benitez, 35, 968 County Road 660, Etowah, was arrested by the Cleveland Police Department for failure to appear (violation of probation: resisting arrest), failure to appear.

• Justin Marcel Ligon, 29, was arrested by the Cleveland Police Department for domestic violence.

• Jessica Lynn Bates, 32, 635 Parker Drive N.E., was arrested by the Cleveland Police Department for theft under $500.

• Pamela D. Stewart, 48, 250 Coletown Circle, Copperhill, was arrested by the Bradley County Sheriff’s Office for failure to appear (misdemeanor violation of probation), misdemeanor failure to appear.

• Elizabeth Ann Nicole Davis, 59, 470 Ashe Drive, was arrested by the Cleveland Police Department for failure to appear (shoplifting).

• Rita Jackqueline Ware, 55, 2022 Clingan Drive N.W., was arrested by the Cleveland Police Department for public intoxication.

• Louquetta Andrea Drake, 28, 315 Northcrest Circle, was arrested by the Cleveland Police Department for driver’s license violations (suspended), no insurance while driving, stop sign violation.

• Kelly Jo Swafford, 42, 725 Wildwood Ave. S.E., was arrested by the Bradley County Sheriff’s Office for simple possession of Schedule VI drugs.

• Jonathan L. Kelly, 31, 17 Mystery Cove, Little Rock, Ark., was arrested by the Tennessee Highway Patrol for first offense of driving under the influence.

• Charles Alexander Townsend, 51, 1020 Dockery Lane, was arrested by the Bradley County Sheriff’s Office for disorderly conduct.

• Amy Natasha Byers, 30, 1141 Old Town Loop, Calhoun, was arrested by the Bradley County Sheriff’s Office for disorderly conduct.

• Ashley Zelena Westfield, 30, 1164 Ladd Springs Road, was arrested by the Cleveland Police Department for failure to appear (violation of probation: shoplifting), misdemeanor failure to appear, shoplifting-theft of property, criminal impersonation.

• Charles Tevin Phillips, 28, 315 Cedar Springs Road, Athens, was arrested by the Cleveland Police Department for misdemeanor failure to appear, failure to appear (driving on a suspended driver’s license, light law), failure to appear (violation of probation: possession of drug paraphernalia).

• Jeffrey Harrison Patton, 33, 3712 Connelly Lane, Chattanooga, was arrested by the Tennessee Highway Patrol for second offense of driving under the influence, driving on a revoked driver’s license.

• Chase Evan Floyd, 24, 1015 Ellis Drive, was arrested by the Cleveland Police Department for misdemeanor violation of probation.

• Gary Allan Guinn, 49, 317 Gardenia Ave., N.W., was arrested by the Cleveland Police Department for misdemeanor violation of probation, failure to appear (seatbelt, expired tag).

• Johnny Ray Lee Russell, 31, 2688 Highway 411, Old Fort, was arrested by the Cleveland Police Department for violation of probation (Polk County).
