Cleveland City Council to vote on more liquor licenses

The Cleveland City Council on Monday will hear public comments, as well as vote on motions for three liquor store applications during its regularly scheduled meeting at the Municipal Building.

The three applications are for Elxr Wine and Spirits, to be located at 640 W. Inman St.; Red Hot Liquors, LLC, to be located at 1708 Wildwood Ave.; and Georgetown Wine & Spirits, to be located at Georgetown Road and Westside Drive.

During its Feb. 25 meeting, the city council unanimously approved an application for Riverstone Wine, Spirits & Brew, to be located at 157 Ocoee Crossing and operated by John Sheehan.

A second application — for City Spirits, to be located at 2845 Keith St., N.W., and operated by Janie Moore — was passed 5-2.

A PILOT (payment in lieu of taxes) presentation will be made to the city council regarding downtown redevelopment.

The city council will conduct public hearings on the following:

•Public Hearing – To hear public comments concerning a request to abandon a portion of unopened right of way described as Fernwood Drive N.W., located off of Robinhood Drive N.W. (Planning Commission: Approved 5-0; 2 members absent, 2 members not sworn-in). 

•Public Hearing – To hear public comments concerning a request to rezone .63 acres, more or less, located at 4301 Boatright Circle N.W. (Tax Map 34I Group C Parcels 1.00) from R2 Low Density Single and Multi-Family Residential Zoning District to CG General Commercial Zoning District (Planning Commission: Approved 4-0;1 member recused, 2 members absent, 2 members not sworn-in).

•Public Hearing – To hear public comments concerning a request to rezone .57 acres, more or less, located at 105 Savannah Avenue N.E. (Tax Map 42G Group D Parcels 26.00) from R1 Single Family Residential Zoning District to R3 Multi Family Residential Zoning District (Planning Commission: Approved 4-0;1 member recused, 2 members absent, 2 members not sworn-in).

•Public Hearing – To hear public comments concerning a request to rezone .48 acres, more or less, located near the intersection of Michigan Ave Road and Benton Pike (Tax Map 50 Parcels 55.02) from R1 Single Family Residential Zoning District to CH Commercial Highway Zoning District (Planning Commission: Approved 5-0; 2 members absent, 2 members not sworn-in). 

•Public Hearing – To hear public comments concerning a resolution to annex about .4 acres located on Triplett Circle N.W. and a resolution to adopt a Plan of Service (POS) for the annexation area (Planning Commission: Approved 5-0; 2 members absent, 2 members not sworn-in). 

•Public Hearing – To hear public comments concerning the zoning of about .4 acres located on Triplett Circle N.W., from the unincorporated county to R1 Single Family Residential Zoning District (Planning Commission: Approved 5-0; 2 members absent, 2 members not sworn-in).

The city council will vote on the following consent agenda items:

•Final Passage - Ordinance No: 2019-09 – An ordinance to recognize PUD13 as established in Ordinance 2017-08 as PUD21 (Planning Commission: Approved 6:0; 3 members absent).

•Final Passage - Ordinance No: 2019-10 – Amending the Municipal Code Title 4, Chapter 2 concerning the Occupational Safety and Health Program.

•Resolution No: 2019-19 – Authorizing the Mayor to sign supplement No. 2 with Benesch & Company for redesign of sidewalks for 20th Street from Harle to Neely Circle and 17th Street from Keith to North Ocoee Street.

•Resolution No: 2019-23 – Amending the authorized position lists for the FY2019 Budget.

•Resolution No: 2019-24 – Authorizing a PILOT agreement with Cleveland Summit, L.P. 

•Resolution No: 2019-25 – Revising the Downtown Pilot Program.

•Street Light Recommendation – Mayor Kevin Brooks (on behalf of Matt Simpkins) located at 440 Johnson Ave N.W. (Cleveland Utilities recommends no additional lighting; meet’s city street lighting guidelines).

New business and ordinances:

•Resolution No: 2019-22 – To authorize eminent domain proceedings against the owners of 185 20th St. N.E. (Tax ID 049E G 016.00) in order to move forward with the 20th Street sidewalk improvement project between Harle Avenue and Neely Circle.
