The City Council accepted the building as a gift, but never used the building at 283 1st St. N.W. Council members discussed selling the former law office at its June 10 meeting during a discussion of drainage.
City Manager Janice Casteel reported it will cost the city $34,000 to correct the drainage on 1st Street that affects the Webb building and the adjoining building occupied by Superior Cleaners.
“We’re going to be accepting offers on the Webb building so we need to go ahead and correct the drainage,” she said.
Public Works Director Tommy Myers said the drainage pipe under the building collapsed. The plan is to circumvent the building by laying a 36-inch pipe in an effort to eliminate most of the water flowing underneath the building.
“What we will be doing is rerouting the surface drainage water from going under the building and allow the spring to still flow out of the building,” he said.
The rerouted pipe will be connected to the existing drainage system in the rear of the buildings.
Councilman Charlie McKenzie said during the meeting that the city should stop accepting property for which it has no use.
The property will be sold “as is, where is.” Offers will be received until 10 a.m. June 24. The City Council will review the offers Wednesday afternoon.
The meeting that would have been held Monday was rescheduled to June 26 to allow Council members the opportunity to attend Tennessee Municipal League meetings in Memphis.
According to a March 2012 report on the condition of city-owned properties, the Webb building has 2,514 square feet. It contains five offices, one main entry, a break room, conference room and storage room. The HVAC system has about 15 more years of life remaining.
The roof was replaced in 1995 and should be replaced within the next five years. In order to extend the life of the roof, debris and limbs need to be removed. Also, joint capping and re-caulking would extend the life of the roof.
The restrooms are not ADA-accessible. In general, the building needs to be dehumidified, humidity controls installed, carpets and walls need cleaning and the basement walls need a thorough cleaning and sealant, due to the underground spring that passes beneath the basement.
