Bradley Healthcare looks at new QAPI assessment tool

Bradley Healthcare and Rehabilitation Center administrator Dennis Burtnett continued explanations of the performance improvement assessment QAPI at Tuesday night’s board meeting.

QAPI stands for Quality Assurance and Performance Improvement. The new assessment and regulatory tool outlines what is expected of nursing facilities at both the state and federal level.

“A lot of this stuff is good,” Burtnett said. “But what they have actually done is mandated down to the minutest detail what we are supposed to do with the quality assurance.”

Quality assurance programs already exist in most nursing facilities. The Centers for Medicare and Medicaid Services plans to capitalize off these programs by expanding its reach to include performance improvement.

“Performance improvement is taking issues and preferably making them a lot better,” Burtnett explained. “They are also trying to improve on what is good, too, to make it even better.”

The five elements to be analyzed under QAPI are design and scope; governance and leadership; feedback, data systems and monitoring; performance improvement projects; and systematic analysis and systemic action.

Burtnett and BHRC employees have been studying QAPI. Information will continue to be presented to the board as it is learned.

Board members received packets on QAPI at Tuesday’s meeting. These provided guides for developing a QAPI plan, filling out an assessment and discovering purpose, guiding principles and scope. Burtnett stated the QAPI self-assessment tool will be the most important aspect of the

program. The tool is currently optional with the potential to one day become a mandated part of the QAPI program.

Numbers presented to board members revealed the center’s employee cafe is spending more than it is earning.

According to numbers provided by Sandy Brock, controller and Human Resources director, the cafe had a $29,263 loss from July 2012 through June 2013.

The cafe recently shifted from separate meals for lunch and dinner to the same for both. This change is anticipated to save the cafe roughly $15,000. A $400 price tag on weekly food costs existed prior to the change.

Burtnett said the center does not have an interest in making money on the cafe. The goal is to have the cafe break even.

Brock explained the employee cafe only serves about 100 people over a seven-day period. Meals cost $3.50 for either the day’s main course or the salad bar.

Board Chairman John Stanbery suggested opening the dialogue to the center’s employees. They will have roughly a month to offer their suggestions for the issue.

Ticket sales through the center are raising funds for the Alzheimer’s Association in preparation for the Walk to End Alzheimer’s Sept. 28. The center is currently entering its third week of giveaways. Items won so far include a free oil change and tire rotation at Honda of Cleveland; the Rush fitness center one-month membership; movie passes to UEC Theaters; and gift cards to Olive Garden, Applebee’s, Smoothie King, Ace Hardware and Jittery Joes.

The next drawing will occur on Tuesday, with the winner being announced by 4 p.m.

Items up for the drawing include a $20 Chili’s gift card; a $20 Tractor Supply gift card; one week tanning at Caribbean Tanning Salon; 10 car washes at the Shell Station across from the Village on Keith Street; and a coffee and sweets combination.
